ManTech seeks a motivated, career and customer-oriented Public Outreach Specialist to join our multidisciplinary team in Solana Beach, CA. This is a remote position.

This position supports DoD and Navy environmental communication and stakeholder engagement efforts, requiring a strong grasp of regulatory requirements and best practices for public involvement around complex or sensitive issues. You will lead strategic outreach that fosters transparency, builds trust, and informs diverse audiences—including the public, tribal communities, government agencies, and military personnel.

Responsibilities include but are not limited to:

  • Leading the strategic planning, design, and execution of public outreach campaigns to engage diverse audiences including the public, tribal groups, and military personnel

  • Managing complex communication and educational projects from inception to delivery, ensuring timely, on-budget, and high-quality results

  • Crafting compelling content—from key messages to fact sheets to website copy—that supports client messaging and public understanding

  • Developing innovative outreach strategies and leading client meetings, risk communication trainings, and strategy sessions

  • Supporting public involvement and environmental communication efforts in line with NEPA compliance

  • Assisting in business development, including proposal writing and program support

  • Monitoring media trends

  • Contributing to special projects and events

Minimum Qualifications:

  • Bachelor’s degree in Communications, Public Relations, Environmental Studies, or a related field

  • 10+ years of experience in public outreach, strategic communication, or environmental communication roles

  • Experience and skills with writing, editing, and content development across various formats

  • Proven project management skills with the ability to balance multiple priorities

  • Familiarity with NEPA and environmental documentation practices

  • Ability to travel domestically and internationally up to 20%

Preferred Qualifications:

  • Master’s degree in a related field

  • Experience working public outreach efforts for government or military clients

  • Graphic design experience with InDesign or other design software

  • Proficiency with media monitoring tools and communication analytics

  • Demonstrated success in business development or proposal support

Clearance Requirements:

  • Must be a U.S. Citizen and have a valid U.S. passport

Physical Requirements:

  • Must be able to remain in a stationary position 50% of the time.

  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

  • Frequently communicate with co-workers, management, and clients. Must be able to exchange accurate information in these situations.

The projected compensation range for this position is $159,900.00-$283,700.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
